Tom Tortorici

Consulting Attorney

Tom Tortorici is an immigration attorney and advocate with over 15 years of experience in program design, administration, and direct legal service delivery across the government, nonprofit, and private sectors.

In 2024, Tom joined Kids in Need of Defense (KIND) as Senior Project Director – Federal Contracts to oversee KIND’s work providing trauma-informed immigration legal services for unaccompanied migrant children nationwide, under contract with the U.S. Office of Refugee Resettlement (ORR). Previously, Tom served as Executive Director of Legal & Support Initiatives at the NYC Mayor’s Office of Immigrant Affairs (MOIA), where he led the design and implementation of innovative legal and humanitarian services programs in close partnership with local non-profits, community- and faith-based organizations, and public institutions.

Prior to his work at MOIA, Tom served as a U.S. Peace Corps volunteer in northern Peru, and held various operations, strategy, and consulting roles across disciplines. In addition to his work as a Consulting Attorney at Co-Counsel NYC, Tom runs a small immigration law practice out of Sunset Park, Brooklyn, and serves as a Non-Resident Fellow at the New School’s Zolberg Institute on Migration and Mobility, where he provides practice-based insights to research initiatives.

Tom holds a BA from New York University, an MA from Columbia University Teacher’s College, and a JD from the City University of New York School of Law.
